What does this ratio tell you?

The Dow / Palladium ratio is the Dow Jones Industrial Average divided by the price of one troy ounce of palladium. It answers a simple question: how many ounces of palladium does one unit of the Dow buy? When the ratio rises, equities are getting relatively more expensive versus palladium; when it falls, the metal is outperforming stocks.
